Sacks: Senate rules prohibit including DOGE discretionary cuts in reconciliation bills
“Reconciliation bills can only deal with what's called mandatory spending. They can't deal with what's called discretionary spending. And since the doge cuts apply to discretionary spending, they just can't be dealt with in a reconciliation bill.”
