Under President Barack Obama, Shankar served as a Senior Policy Advisor and founded the White House Social and Behavioral Sciences Team, later serving as the first Behavioral Science Advisor to the United Nations. She also created the podcast A Slight Change of Plans and authored the book The Other Side of Change.
