Blackburn has spent decades leading Texas coastal resilience research and environmental litigation, focusing on hurricane storm-surge mitigation and alternatives to the Galveston Bay barrier system. He has authored multiple books on the Texas coast and co-founded initiatives including BCarbon, the Galveston Bay Foundation, and the Bayou City Initiative.
