“Employability is a pain that is, ah, felt really by the, ah, employer, and therefore the willingness to pay on part of the job seeker is limited because the job seeker is of the opinion that they've got a degree or a diploma and that's good enough, and often that is not good enough. So the realization of the lack of skill occurs after the job has been acquired, and at that point it becomes the problem of the corporate, the employer, to train the person, to skill the person. So there is no obvious market there. It's often subsumed in the corporate.”
