“You know, I can tell you before Bratton was the police commissioner. If a homicide happened, you know, happened in a certain part of town, that captain really didn't have to answer many questions about that homicide, right? But what he started doing, one of the things he started doing was holding area command captains accountable for crime. You know, why did that homicide occur? Was it a problem house? Should you have known about it? Were there problem people there? And they really started drilling down, holding these captains accountable, which really was a completely different business model for that profession, right? It was almost like a corporate structure now where it was like, hey, you're going to come in and you're going to have to answer for these numbers, which was kind of unheard of before.”
